Terwillegar Drive is being upgraded to meet current and future needs. Construction begins in 2021 and will take approximately 5 years to complete.

Overnight construction between Whitemud Drive and 23 Avenue will be ongoing from early June until the end of July for underground work and street light construction as part of Stage One. Learn more.

Terwillegar Drive in 2030

About the Program

Terwillegar Drive is a key north-south route connecting Edmontonians across the city. The road has exceeded its transportation capacity. To accommodate for the area growth, a three-stage plan has been approved to alleviate congestion and provide all users a safe and efficient route.

Next Steps

Stage One construction has started and will be complete by the end of 2023. Public engagement opportunities and planning continues for the 142 Street Pedestrian/Cyclist Bridge and public input opportunities for Stage Two will be available late 2021/early 2022.

Funding

This program is funded by the City of Edmonton through the 2019-2022 Capital Budget and in partnership with the Government of Alberta.

Background

A new plan to upgrade Terwillegar Drive to an expressway emerged during the initial planning study in mid-2017. The Terwillegar Drive Expansion Program was developed considering public input, direction from City Council, technical requirements and emerging plans and policies. Initially, a freeway was being developed for Terwillegar Drive.

The City is committed to providing opportunities for anyone who is impacted or interested in the Terwillegar Drive Expansion Program to share input and contribute to the decision making.

The Terwillegar Drive Expansion Program, including Stage One, was developed considering the needs of area residents, businesses, community organizations and the public. Planning and design of the remaining stages will provide continued opportunities to learn about the projects, share input and contribute to the decision making.

Planning and design of each stage will balance public input, technical requirements and direction from City plans and policies. Additional opportunities to provide input and learn more about plans will be shared as the program advances.
